Richard was raised in Las Vegas, Nevada, and graduated from the University of Nevada, Reno, in 1984 with a degree in Accounting. He worked in public accounting in Las Vegas until he received his appointment to the Federal Bureau of Investigation as a Special Agent in January 1986. His first office was El Paso, Texas, where he worked White Collar Crime and Drugs. In 1989 he was transferred to the Los Angeles Division, where he was assigned to the Public Corruption program and later to a surveillance team. In 1998 Richard was transferred to the Las Vegas Division, where he was assigned to the Violent Crime Squad, and was the Bank Robbery Coordinator for several years. In 2006 he was promoted to Supervisory Special Agent, and assigned to the Public Corruption, Civil Rights, and Health Care Fraud Squad. Richard retired from the FBI in August 2011, and immediately returned to the FBI as a Contract Forfeiture Investigator where he worked cases which had an asset forfeiture component. In January 2017, Richard was hired as the President of Global Intelligence Network, a private investigations firm which was originally established in 1997 by Robert Maheu. Richard has been married for the last 29 years and has two grown children.
